The hardest part of an evidence comparison is not the matrix; it is getting a named person at each vendor to answer a dated question in writing, and noticing when the answer is a deflection. That requires someone whose job it is to keep asking, and an agreement about what happens to what comes back.

Why it is not bookable

The specific things that are not decided.

“Candidate format” is usually a way of saying “coming soon” without a date. Here it means the list below: each item is genuinely open, and publishing a price before settling them would be selling a shape rather than a service.

Who requests the evidence. Whether RN approaches vendors directly or the buyer does. Approaching directly changes what the vendor thinks is happening and what they will say.
